Abstract
This study is an attempt to present a model in order to investigate generally the typology of various tourism and ecotourism-sport opportunities in Adrabil Province and specifically the typology of sport tourism and ecotourism opportunities around Shourabil Lake focusing on a part of structural, inherent, political, cultural, and background characteristics of Ardabil province in economic, cultural, and sport background, opportunities, and capabilities of Iran. To this end, using a typology, an ideal model composed of groups of sport-recreational activities in land and water was presented, and the hypotheses, applying SWOT analysis, were formulated. Consequently, a panel of experts of sport science, tourism, and strategic management was formed, and pros and cons of this feasibility were scrutinized. The results indicated that three sub hypotheses related to the feasibility of proposed water sports tourism development in Shourabil Lake are practical whereas two hypotheses pertaining to economic and inherent status were not confirmed meaning that the development of water sports in Shourabil Lake possess economic and inherent considerations which should be regarded by the policy-makers and administrative authorities. Additionally, the results emphasize the necessity of presenting policy-making package rather than mere reliance on individual plan (e.g., mere investment on water sports in Shourabil Lake). Finally, it is concluded that creating a combination of various tourism plans in the framework of historical, cultural, and natural attractions of Ardabil Province will require a territorial planning and counting the available capacities in this province. On the other hand, benchmarking similar lakes in other countries (similarities in terms of climate, mountainous situation, and vicinity of urban area) can facilitate the process of water sports tourism development in Shourabil Lake.

| Persian Abstract: | این مطالعه سعی بر آن دارد که با تمرکز بر بخشی از ویژگی های ساختاری،نهادی،سیاسی،فرهنگی و زمینه ای استان اردبیل در درون زمینه ها و فرصت ها و قابلیت های اقتصادی و فرهنگی، ورزشی ایران،یک مدل به‌منظور گونه شناسی انواع فرصت های گردشگری و اکوتوریسم –ورزشی این استان را بطور عام و فرصت های گردشگری ورزشی و اکووتوریسم در اطراف دریاچه شورابیل را بطور خاص ارائه نماید.بدین منظور با استفاده از یک گونه شناسی ،مدلی ایده آل از ترکیب (دسته های) فعالیت های ورزشی-تفریحی در محیط خشکی و آبی ارائه ، با استفاده از تحلیل سوات ، فرضیاتی تدوین و متعاقب آن طی یک سلسله بررسی و تحلیل(با استفاده از متد سوات)- با تشکیل پنلی از متخصصین در حوزه های تربیت بدنی و علوم ورزشی، گردشگری و مدیریت استراتژیک فرصت ها، تهدیدات، نقاط ضعف و قوت این امکان مورد تحلیل ،بررسی و مداقه قرار گرفت- مشخص شد که سه دسته از پنج فرضیه فرعی مرتبط با امکان پذیری توسعه گردشگری ورزشهای آبی پیشنهاد شده، در سطح دریاچه شورابیل به شدت قابلیت اجرایی دارد لیکن دو فرضیه که مرتبط با موقعیت و وضعیت اقتصادی و نهادی مرتبط بود رد شد، یعنی توسعه ورزشهای آبی در دریاچه شورابیل دارای ملاحظات نهادی و اقتصادی است که حتما می بایست توسط مسئولان اجرای و خط مشی گذاران لحاظ گردند. یکی دیگر از نتایج بر لزوم ارایه یک بسته سیاست گذاری (ترکیبی) به جای تکیه صرف بر روی یک طرح و برنامه مجرد و منفرد(مثلا سرمایه گذاری صرف بر روی ورزشهای آبی در دریاچه شورابیل) تاکید دارد و همچنین نتیجه گیری شده است که ایجاد ترکیبی از انواع طرح های گردشگری در قالب جاذبه های تاریخی ، فرهنگی و طبیعی استان اردبیل ابتدا به یک آمایش سرزمینی و احصاء انواع ظرفیت های موجود در سطح استان اردبیل نیاز خواهد داشت. علاوه بر آن، طراحی و اجرای یک یا چند طرح (پروژه) محک زنی ، در دریاچه های مشابهی در کشورهای خارجی ( که از لحاظ اقلیم، موقعیت کوهستانی و نزدیکی به بافت شهریبه دریاچه شورابیل شبیه هستند) می تواند فرایند توسعه گردشگری ورزشهای آبی در این دریاچه را تسهیل سازد. |
