Abstract

Renewable natural resources are the infrastructure of development of every country. As long as the exploitation of these resources is not systematically, scientifically and sustainably, therefore the development bases including collection of production inputs, especially water and soil resources, will not remain in the stable form, and this process will lead to socio-economic crises. Considering the challenges of natural resource management, one of the approaches agreed by the majority of the scientific and administrative community of the country to address this crisis is the use of integrated watershed management approach. But the problem faced by watershed managers is the complexity and costliness of knowing the relationships that exist between the components of natural and human factors. Using value engineering is one of the ways that has been able to reduce or remain of costs for projects and increase their quality. Given the challenges facing natural resources and financial constraints to take the necessary measures, the use of value engineering in the operation of an integrated watershed approach is a necessity. To do this, it is necessary to do some actions, such as the understanding and support of senior executives, extensive culturalization measures, the establishment of appropriate rules and regulations, and extensive training and joint studies to understand the achievements.
